I studied at Manchester, Birmingham and Yale Universities and taught at NYU and Manchester Business Schools, the Open University, CESA Paris and at the Health Services Management Unit, Manchester University, where I was Director of Studies and Senior Lecturer in Health Services Management.
Currently I am the management course tutor on the MPH and teach management, decision making and policy formation in the Health Service at other Universities. I have also worked at the RAND Corporation - Santa Monica, the European Institute of Advanced Studies in Management in Brussels and the North Western Regional Health Authority, where I was responsible for the management development programmes for medical staff and the Regional Quality Co-ordinator. I run a business organising management courses for Specialist Registrars and Locum Consultants.
I have been the Vice-Chairman of the Trafford Community Health Council, a member of the Royal College of General Practitioners-Patient Liaison Group and book editor for the Journal of Epidemiology and Community Health.
My research is on management, decision making and policy formation in the Health Service. I have written or edited several books on health service management; Hospital Planning: The 1962 Hospital Plan. A Case Study in Decision-Making; Management for Health Service Administrators (edited with J Hughes) and Management for Clinicians (edited with Dr D G Grimes) and about 50 articles and papers on the management of the health service. I am a reviewer for the BMJ and a Fellow of the Royal Statistical Society.
