Prior to his appointment at the University of Manchester Graham was a Lecturer in Criminology at Nottingham Trent University. In the 1980s and 1990s he worked as a civil rights caseworker and was the director of a consultancy that advised lawyers on police misconduct. He is the consultant on police complaints to the Council of Europe Commissioner for Human Rights and serves as an international expert on police accountability.
